UFO over Moscow
And you thought rainbows were cool. A few days ago, a mysterious cloud shaped like a halo appeared over Moscow, and the buzz has yet to break.
We're the first to admit that a photograph of the heavenly cloud appears to be photoshopped. It's just so...perfect. But meterologists have spoken up and said the cloud wasn't digitally altered. However, it wasn't exactly what it appeared to be, either.
When the cloud initially formed, some UFO enthusiasts declared it to be a "true mystery." Some even compared it to the giant spaceship hovering over Earth in the movie "Independence Day." Reality quickly dashed any predictions of an alien invasion. An article from the Daily Mail explains that the "luminous ring-shaped cloud" was simply an optical effect.
An official spokesperson for Moscow's weather department said, "Several fronts have been passing through Moscow recently, there was an intrusion of the Arctic air too, the sun was shining from the west — this is how the effect was produced."

We had just tested a Suzuki Esteem and marveled at how competent even the cheapest little econoboxes had become when a leather-lined Leganza midsize sedan showed up — the best Daewoo had to offer. We mused over which would kill us first: the toxic gases from the cheap interior or the recalcitrant transmission and inconsistent acceleration. Three days into the loan, the first Daewoo crash tests in U.S. history came out, and we called Daewoo and told them to come pick up the car. We'd never done that before, and we haven't since.
8. Isuzu VehiCROSS
1999-2002
The outrageous Isuzu VehiCROSS two-door SUV, whose extreme styling drew varied reactions, lasted from 1999 to 2001, and even that's surprising. The fanglike grille uprights made it look like it would eat you, which was scary mainly because inside the VehiCROSS was a place no one wanted to be. Headroom was minimal, and the low roof blocked even shorter drivers' view. If the noisy cabin didn't get to you, the punishing ride would. Isuzu deserved credit for taking a chance then on a design likely to find more admirers now, and it deserved scorn for a 2001 sticker price that would be just as preposterous in the current market. The VehiCROSS cost $30,350 by the time it fired up its interplanetary drive and went back where it belonged.
7. Jaguar X-Type
2002-2008
In the early 2000s, the class of entry-level luxury cars was growing. Most were sporty and started at $30,000 or less. Wanting in, Jaguar came out with the X-Type. From the get-go, critics warned that a cheap Jag would be bad for the brand and that Ford — which bought the company in 1989 — would probably cut corners and sacrifice quality. That was before they saw the product. Sharing its front-drive platform with a European Ford Mondeo, the X-Type was a too-small, not-so-sporty sedan with all-wheel drive that was hamstrung by some of the forewarned quality issues. The trap was clearly visible from miles away, and Ford walked right into it. A 2002 Jaguar X-Type can be had for up to $8,500. A 2002 Honda Civic goes for up to $9,275.
6. Pontiac Sunfire
1995-2005
The Sunfire managed the rare feat of having a worse interior than its GM twin, the Chevy Cavalier. Cheap interior plastics run amok, a coarse four-cylinder engine and horrendous crash-test ratings sealed its fate. On the flip side, the Sunburn was probably responsible for untold thousands of rental-car upgrades: "Honey, remember Fort Lauderdale last summer? Trust me, we want the Grand Am."
5. Cadillac Catera
1997-2001
To think that Germany's Opel is now the source of many of GM's strongest new models...
In the late '90s, the Opel Omega begat a Cadillac that was sporty in theory but soft and underpowered in practice, rear-wheel-drive in design but front-wheel-drive in feel. And that's just the car. Cadillac didn't help its case with advertising that included the tagline "The Caddy That Zigs," supermodel Cindy Crawford, an animated duck, and the suggestion to "lease a Catera" with the response, "Who's Lisa Catera?" The geniuses responsible for the Catera should have been exiled, but we suspect they went on to develop something called the Pontiac Aztek. Upgrades and deep discounts in 2001 couldn't save the Catera; it went to the duck blind in the sky in 2002.
4. Toyota Echo
2000-2005
The Echo subcompact's high seating position and center-mounted instrument panel were two well-intentioned features that were summarily rejected by consumers (though they would find their proponents in later years and other models). Call the Echo ahead of its time if you must; mainly it just wasn't a very good car. In taking over for the Tercel — a boring but popular choice against offerings from Suzuki, Geo and pre- renaissance Kia and Hyundai — the Echo proved that sometimes bland is better than bold. The problem wasn't that the youth-targeted Echo appealed more to older buyers than to younger ones, it was that there weren't enough of either.
3. Jeep Compass
2007-present
We could have easily chosen the Dodge Caliber for this list — a compact hatchback with unremarkable gas mileage, refinement and crash-test scores — but the hapless Compass edged it out. Why? Besides the fact that you shouldn't spread lackluster product around to more than one division (the Compass is related to the Caliber), it doesn't belong in the Jeep lineup, a brand known and respected for its off-road ability. The Compass is a soft-roading poseur, and not a good one at that.
2. Chrysler Sebring
1995-present
The previous-generation Sebring wasn't a bad car in its day, but Chrysler dropped the ball with the redesigned 2007 model. With a weak base powertrain, uncomfortable front seats, poor interior quality and haphazard styling, it never had a chance in the highly competitive midsize-sedan segment.
1. Smart ForTwo
2008-present
We don't have a problem with small cars in general (we're big fans of the Mini Cooper), just with ones that don't deliver on the benefits of going small. The pint-sized ForTwo sacrifices a lot of passenger space for a relatively unimpressive 41 mpg on the highway, has an SUV-like propensity to roll over, and is equipped with an aggravating sequential manual transmission. Sure, the ForTwo looks cute, but after you drive it you won't be smiling anymore.
Norway is best place to live, China moves up: UN
The index compiled by the UN Development Programme (UNDP) ranks 182 countries based on such criteria as life expectancy, literacy, school enrolment and gross domestic product (GDP) per capita.
Norway, Australia and Iceland took the first three spots while Niger ranks at the very bottom, just below Afghanistan.
China moved up seven places on the list to rank as the 92nd most developed country due to improvements in education as well as income levels and life expectancy.
Colombia and Peru rose five spaces to rank 77th and 78th while France -- which was not part of the top 10 last year -- returns to the upper echelons by moving up three places to number 8.
The UNDP said the index highlights the grave disparities between rich and poor countries.
A child born in Niger can expect to live to just over 50, which is 30 years less than a child born in Norway. For every dollar a person earns in Niger, 85 dollars are earned in Norway.
This year's index was based on data from 2007 and does not take into account the impact of the global economic crisis.
"Many countries have experienced setbacks over recent decades, in the face of economic downturns, conflict-related crises and the HIV and AIDS epidemic," said the UN development report's author Jeni Klugman.
"And this was even before the impact of the current global financial crisis was felt."
Afghanistan, which returns to the list for the first time since 1996, is the only Asian country among the bottom ten which also include Sierra Leone in the 180th spot, just below the Central African Republic.
The top ten countries listed on the index are: Norway, Australia, Iceland, Canada, Ireland, the Netherlands, Sweden, France, Switzerland and Japan.
The United States ranks 13th, down one spot from last year.

Antivirus firm names ‘dirtiest’ websites
A software security company and its online community of online threat hunters have identified 100 of the “dirtiest” websites – almost half of which contain “adult” material.
Nearly half of the identified websites also contained up to 20,000 types of threats, such as viruses, browser exploits and worms.
Other websites, on the other hand, only have around 20 or so threats.
Symantec listed the dirtiest websites in its Norton Safe Web site (http://safeweb.norton.com). The list of dirtiest websites featured those that contained various topics from animal hunting, sports activities, legal services, and gadgets.
Symantec’s Norton Safe Web service crawled through the Internet to analyze the contents of various websites. Members of its online anti-threat community also helped in identifying certain websites.
The number of dirty websites has also grown in the past few years as cybercriminals are finding ways to reduce detection, which includes embedding malicious codes in websites that are not easily detectable with antivirus software.
Asian countries with large populations of Internet users are also under threat by cybercriminals as more Asians go online, according to David Freer, vice president of Symantec Asia Pacific’s consumer business unit.

Who is Behind Ako Mismo?
DDB's newest advocacy campaign has been getting a lot of attention to the agency's amazement. This has in fact given them more conviction to stand behind their cause and continue their crusade for positive change.
It's no surprise though that AKO MISMO is arousing a lot of people's interest. The commercial undeniably stirred very deep patriotic sentiments among the viewing public that immediately thousands went online to check the site and signed up to make commitments.
"We knew we had something great when we came up with the advocacy.", said Teeny Gonzales, Executive Creative Director of DDB, who heads up the creative team that conceptualized AKO MISMO. "That's because even among us, the message really resonated. It made us all look deep inside and say, 'No, we're not giving up hope.' " She said that they then went in search of possible partners for the cause and found the perfect one in PLDT/Smart Foundation.
Members of the team then went on another search. This time for the people who would breathe life into the campaign --- people who embodied the message or simply had the conviction to make a commitment to fight apathy. Thus the rich mix of showbiz celebrities, real life heroes as well as regular folk who spoke simply but sincerely in the TV commercial, bringing the point poignantly home.

The government will start implementing the Unified Multipurpose Identification, or UMID, system by August to members of the Social Security System (SSS) and later to other government agencies, including the Commission on Elections (Comelec) for the registered voters.
The National Statistics Office (NSO) represented by Administrator Carmelita Ericta and social security President Romulo Neri on Monday signed a memorandum of understanding for the implementation of the unified ID. It was previously referred to in media reports as the national ID system, but the name was changed to allay fears of some sectors that claim the IDs could be abused by state forces.
Ralph Recto, chief of the National Economic and Development Authority, witnessed the signing ceremony on Monday.
The unified ID system established through Executive Order 420 aims to streamline and harmonize the various government ID systems, as well as to facilitate transactions with government and access to health and other public services.
The unified ID system is now being implemented on a pilot basis in three agencies: the National Economic and Development Authority, the National Statistics Office and the Philippine Health Insurance Corp. (PhilHealth).
Neri told reporters that he expects the unified ID for SSS members by August or September this year.
He said the Social Security System plans to issue 10 million IDs within 2009 and eventually to more than 50 million Filipinos in two years for all its members nationwide.
“We’re also talking to CICT [Commission on Information and Communications Technology] to arrange with Comelec so that when we issue an ID so it’s also good as voter’s ID,” Neri added.
Billion-peso project
Government would spend about P2.5 billion to P3 billion for the implementation of ID system, he said. Of the total, P600 million is allotted for the purchase of automatic fingerprint identification system (AFIS).
“The ID proper will cost at least P100 to P150 per card,” he said, adding that the bidding for the procurement will be in May and April for the fingerprint ID system.
The Supreme Court earlier ruled that the implementation of the unified ID system was within the President’s power and prerogative as Chief Executive, as the plan merely seeks to streamline, harmonize, and reduce the cost of maintaining the different ID systems in government.
Daniel Pabellon, assistant director general of the development authority, earlier said the unified ID would have a common reference number, which is an individual’s unique identifier during his or her lifetime.
This is generated by the Common Reference Number Registry or database that assigns each Filipino a number comprising his or her personal information. The information would be limited only to the 14 data items (name, sex, home address, picture, signature, birthplace, birth date, marital status, name of parents, height, weight, two index fingerprints, two thumb marks, any prominent distinguishing feature and Tax Identification Number) as specified in Executive Order 420.

November 2008 Nursing Board Exam (NLE) Results and List of Passers
At least 39,455 or 44.51% out of 88,649 examinees that took the November 2008 Nursing Board have passed, the Professional Regulatory Commission has announced.
Jovie Ann Alawas Decoyna of Baguio Central University topped the board, with 89 percent, the PRC said.
The Nursing Regulatory Board (NRB) is headed by Carmencita Abaquin. Members of the NRB include Yolanda Arugay, Betty Merritt, Leonila Faire, Perla Po, Marco Antonio Sto.Tomas, and Amelia Rosales.
